La nomination de l’ancien premier ministre Saad Hariri butte toujours sur le refus des principaux partis chrétiens à lui accorder leurs voix lors des consultations parlementaires obligatoires prévues cette semaine.

Pour rappel, tant le Courant Patriotique Libre ou les Forces Libanaises, historiquement ses alliés, refuseraient de voir l’ancien premier ministre parvenir au Grand Sérail.

Certaines sources proches des 2 mouvements estiment ainsi que l’absence d’un soutien de la communauté chrétienne comme étant anti-constitutionnelle.

Pour rappel, il avait démissionné le 29 octobre dernier suite à d’importantes manifestations induites par l’adoption d’un projet de taxe portant sur les télécommunications mobiles pourtant gratuites comme WhatsApp. Les manifestions avaient alors pris de l’ampleur suite à un incident impliquant les gardes du corps de l’ancien ministre de l’éducation et de l’enseignement supérieur Akram Chéhayeb qui avaient tiré aux yeux de protestataires dans la nuit du 17 octobre 2019.

Les manifestants réclamaient alors le retrait de l’ensemble de la classe politique décrite par eux comme étant corrompue et ayant amené le Liban à la quasi-faillite économique.

Pour l’heure, outre son mouvement, le Courant du Futur, l’ancien locataire du Grand Sérail jouit du soutien du mouvement Amal et du Hezbollah.

A country without a government as the economic crisis hits it hard

Lebanon has been without government since the resignation, on August 10, of outgoing Prime Minister Hassan Diab.

Following Mustafa Adib’s failure to form a cabinet, former Prime Minister Saad Hariri, who resigned following major protests in October 2019, was tasked with forming a new government in October 2020.

In an attempt to unblock the situation, the former prime minister promised the Amal movement to allocate the portfolio of the finance ministry to a member of the Shiite community. He also reiterated that Lebanon could do without a state of default, thus denying the gravity of the economic crisis however experienced by the population, with 55% of it now living below the poverty line while the economic recession has reached 29% according to some reports for the year 2020.

However, Saad Hariri’s proposals for an 18-member cabinet clash with the Presidency of the Republic, who points out that if the Shiite and Sunni communities choose their representatives, the Christian representatives in the new cabinet would also be chosen by the former. designated minister. General Aoun de facto considers that the current proposals of the Prime Minister contravene both the Lebanese constitution and the national pact.

The latter, for his part, accuses the head of state of wanting to obtain a blocking third party within his new cabinet.

Saad Hariri aurait répondu favorablement à l’attribution du ministère clé des finances à la communauté chiite. Les 2 mouvements pourraient également nommer des personnes liées à eux comme prochains ministres.

Côté chrétien, le CPL ou encore les Forces Libanaises s’interrogent sur la possibilité de constituer un gouvernement composé de spécialistes, certains soulignant même que le premier ministre lui même est un homme politique. Mêmes interrogations côté Parti Socialiste Progressiste dont le dirigeant Walid Joumblatt s’oppose également à la nomination de Saad Hariri comme prochain premier ministre.
