Le quotidien libanais arabophone indique que les autorités israéliennes auraient demandé au médiateur américain Amos Hochstein de transmettre une nouvelle proposition, amenant à la modification de la ligne bleue maritime qui ne débuterait plus au point B1.

Selon le quotidien, cette modification “n’est rien de plus qu’une exigence technique et sécuritaire” qui pourrait être obtenue contre la confirmation, côté libanais, de la ligne 23.

Cette nouvelle proposition serait ainsi nommée ligne Hochstein, du nom du médiateur américain.

Cette information intervient alors que Washington souhaiterait conclure un accord avant octobre, tout comme le premier ministre israélien Yair Lapid. Israël et les Etats-Unis souhaiteraient ainsi pouvoir exploiter au plus vite le champ gazier de Karish alors que du côté libanais, Beyrouth souhaiterait débuter l’exploration et ainsi obtenir la confirmation officielle de la présence d’un important champ gazier, celui de Qana.

La commission politico-militaire-technique s’est réunie hier au palais de Baabda, présidée par le président Michel Aoun pour étudier cette proposition. Selon ses observations, après s’être vu remise par le médiateur américain, la ligne de bouée mise en place par les autorités israéliennes à l’issue du conflit de juillet 2006, cette ligne débuterait au point 31 pour le Liban sur plus de 6 km en mer, puis rejoint la ligne 23.

Son adoption, signifie renoncer aux points de Ras Naqoura et B1 , ce qui affecte la démarcation des frontières terrestres ultérieurement et met le tunnel de Naqoura hors de la souveraineté libanaise, précise le journal, ce qui pourrait être difficile pour Beyrouth à accepter.

Ce point pourrait cependant toujours faire l’objet de négociation jusqu’à la conclusion d’un compromis alors que du côté du président de la chambre, on souhaiterait l’arrêt des négociations actuelles et un retour aux négociations à Naqoura.

In addition, on April 5, 2021, it is indicated that negotiations between the 2 countries could resume after the publication of a report stating the possible existence of a large gas field in the area even if this remains theoretical for the moment.

Indeed, for the moment, no progress has been noted on this subject, and no meeting is currently officially scheduled.

In addition, decree 6,433 was signed by the ministers of transport Michel Najjar, of defense Zeina Akkar and the outgoing Prime Minister Hassan Diab, in April 2021, while the President of the Republic, General Michel Aoun has decided to suspend his signature pending the government meeting, which the Prime Minister refuses.
This decree formalizes the Lebanese position of enlarging its exclusive economic zone while on the Israeli side, we are preparing to launch an exploratory campaign in the zone.
